Was browsing the web when I chance upon tis picture. It is an anamorphic illusion currently on display outside Raffles City. It is created by drawing in distortion in order to create a three-dimensional impression when viewed from a certain angle. These illusions are created by a man named Julian Beever, a famous chalk artist who paves streets with art. He has drawn on the pavements of the United Kingdom, Belgium, France, The Netherlands, Germany, US and Australia for over ten years now. He has also been to cities like Montreal, London, Copenhagen, New York, Tokyo and Moscow. For more of his work art, visit his site at: http://users.skynet.be/J.Beever/index.html
